Kyoto Protocol and Emission Trading: Does the US make a difference?
نویسندگان
چکیده
SUMMARY This paper presents an estimate of the costs of reducing CO2 emissions as agreed in Kyoto by Annex 1 countries. Unlike most of the existing literature, this paper uses an Almost Ideal Demand System model for energy products to estimate the role of each country within the Annex 1 market. A major result is the provision of marginal (and total) abatement costs for each. The recent position of the US is also discussed, showing the cost of some alternative outcomes.

Emissions Trading in the Kyoto Protocol : potential benefits and pitfalls
This paper sets out from a brief overview of the fate of market-based instruments in environmental policy in the past and proceeds to discuss the potential benefits and pitfalls of international carbon emission trading (IET), the most promising of the Kyoto mechanisms (IET, JI and CDM). The problems of trading ’hot air’, the supplementarity requirement in Article 17 of the Kyoto Protocol and at...
متن کاملThe Kyoto Protocol Carbon Bubble: Implications for Russia, Ukraine and Emission Trading
The emission targets adopted in the Kyoto Protocol far exceed the likely level of emissions from Russia and Ukraine. These countries could sell their “bubbles” if the Protocol enters into force and industrialized countries establish an international emission trading system. Using the most recent, comprehensive scenarios for emissions of carbon dioxide from the energy system we estimate that dur...
متن کاملHot Air and Market Power in Internation Emissions Trading
In respect to carbon emission targets set in the Kyoto Protocol in 1997, emission quotas trading will be implemented among the Annex-B participating countries to lower the mitigation costs of the international cooperation on climate change issue. Nonetheless, in the way the market was designed, the States of the Former Soviet Union and Eastern Europe are likely to become large sellers of carbon...
متن کاملThe Economic and Environmental Implications of the US Repudiation of the Kyoto Protocol and the Subsequent Deals in Bonn and Marrakech
Taking account of sinks credits as agreed in Bonn and Marrakech, this paper illustrates how market power could be exerted in the absence of the US ratification under Annex 1 trading and explores the potential implications of the non-competitive supply behavior for the international market of tradable permits, compliance costs for the remaining Annex 1 countries to meet their revised Kyoto targe...
متن کاملThe Kyoto Protocol and Beyond: Pareto Improvements to Policies that Mitigate Climate Change
Article 17 of the Kyoto Protocol allowed emissions trading; Article 12 defined a Clean Development Mechanism (CDM). In a simple theoretical model we adapt standard gains from trade results to demonstrate that, relative to any status quo with specified worldwide aggregate emissions: first, emissions trading with a suitable international distribution of permit rights generally allows each nation ...
